In the fall of 2024, students from Columbia. GSAPP partnered with the Municipality of Cascais’ Department of Transparency and Quality (DTQ) to advance its Anti-Corruption Plan. This collaboration focuses on three key areas: Β

  1. Monitoring and Evaluating Corruption Risks
  2. Enhancing the Municipal Transparency Portal
  3. Municipal Transparency Policy: Internal and External Stakeholder Engagement

To support these goals, the team proposed a multi-phased stakeholder engagement strategyβ€”Cascais Transparenteβ€”designed to open new channels for communication, gather feedback, and map expectations regarding transparency and anti-corruption efforts. The strategy aims to define collective goals, set monitoring metrics, clarify roles and responsibilities, and provide accessible oversight tools for all stakeholders.

Our team designed and implemented surveys and focus groups to raise awareness among municipal staff and leadership about transparency and anti-corruption strategies. We also developed structured programs to equip employees with practical tools, and established active communication and engagement platforms to encourage participation.

This is an ongoing project between Columbia University GSAPP and the School of International and Public Affairs students. Full report available upon request.
